The Gujarat Government has issued a clear division of duties between Panchayat Talatis and Revenue Talatis, aiming to streamline village-level administration and make responsibilities easier for citizens to understand.

Panchayat Minister Hrishikesh Patel announced the decision, saying the new job chart has been prepared after detailed consideration of the functions handled by the two cadres.

Panchayat Talati to Handle Village Development Work

Under the new job chart issued by the Panchayat, Rural Housing and Rural Development Department, the Panchayat Talati-cum-Mantri will carry out duties assigned to a Gram Panchayat secretary under the relevant laws and rules.

The cadre will also handle implementation of Central and state government schemes at village level, issue various certificates and oversee matters related to village land, grazing land and land owned by Gram Panchayats.

Responsibilities will also cover public properties, cleanliness, drinking water supply, tree plantation, Gram Sabha proceedings and the functioning of village-level committees.

The job chart includes work associated with schemes and services such as PM-KISAN, PM-Vishwakarma, e-Gram and e-Nirman cards, Anganwadis, primary education, rural sanitation and water supply.

Revenue Talati to Handle Land and Revenue Matters

The Revenue Talati's responsibilities will focus primarily on revenue administration and land-related matters.

According to the job chart prepared by the Revenue Department, the cadre will handle work under various revenue laws and rules, as well as matters covered by the Migrant Property and Ashant Act.

Land records, surveys concerning Central and state government land, PM-SVAMITVA-related work, land revenue collection and recovery of outstanding dues will also fall within the Revenue Talati's responsibilities.

The job chart further covers maintenance of land records and rights, verification of government property, land acquisition, land revenue assessments and exemptions, crop production and land improvement.

Farmers and Disaster Relief Included

Revenue Talatis will also undertake crop-cutting experiments, farmer registration and work linked to crop insurance.

During natural calamities, they will be responsible for duties related to agricultural relief packages and other land-related assignments given by revenue authorities.

The government has also specified responsibilities relating to land encroachment and verification, along with other tasks assigned by the competent Revenue Officer.

Coordination Between Both Cadres

The government has made provisions for coordination between Panchayat Talatis and Revenue Talatis wherever their responsibilities overlap.

Agricultural relief work during natural calamities is one area where both cadres may have to work together to assist affected farmers and implement government measures.

The job chart also allows a Village Computer Entrepreneur to assist the Revenue Talati in specific rural-level work when authorised through a special order issued by the Development Commissioner.

Aim to Simplify Village Administration

Patel said the decision is intended to remove confusion over the responsibilities of the two cadres and bring greater clarity to village-level administration.

With Panchayat-related and revenue-related functions clearly separated, the government expects routine public services and administrative work to be handled in a more systematic manner.

The new division of duties is also expected to make it easier for villagers to identify the appropriate official for different services, particularly in matters involving certificates, government schemes, land records, revenue collection and village development.
