The explosive incident unfolded immediately after an official ward meeting, bringing long-simmering tensions over "surrogate councillors" running municipal affairs straight into the public eye.

The confrontation occurred at MLA Kanti Balar's office following a scheduled review meeting regarding pending civic issues in Ward No. 5 (Fulpada-Ashwanikumar). Eyewitnesses reported that the atmosphere soured rapidly when Manhar Vora confronted TP Chairman Mahendra Desai.
