UK migrants to require A-level standard English proficiency under new immigration law

The UK government on Tuesday announced a major overhaul of its immigration system, introducing a new law that will require migrants to pass an A-Level standard English test before being granted entry through certain legal routes.

The move, laid before Parliament this week, is part of the government’s broader plan to replace what it called Britain’s failed immigration system with one that is controlled, selective, and fair.

According to the proposal, migrants will need to demonstrate A-Level equivalent proficiency in speaking, listening, reading, and writing. The mandatory Secure English Language Test (SELT) must be conducted through a Home Office-approved provider, with results verified during the visa application process.

Home Secretary Shabana Mahmood said the change reflects the government’s commitment to ensuring that migrants contribute fully to British society.

“This country has always welcomed those who come here and contribute,” Mahmood said.

“But it is unacceptable for migrants to come here without learning our language, unable to contribute to our national life. If you come to this country, you must learn our language and play your part.”

Key measures in the new policy

English Language Requirement: Migrants applying through specific routes must achieve an A-Level standard in English across all core skills speaking, listening, reading, and writing.

Post-Study Work Period Reduced: International students will have 18 months to find a graduate-level job after completing their studies, down from two years, effective January 1, 2027.

Immigration Skills Charge (ISC) Raised by 32%: Employers hiring skilled foreign workers will pay a 32% higher ISC, marking the first increase since 2017. Funds will be reinvested to train British workers and reduce dependence on overseas recruitment.

Higher Financial Requirements for Students: Starting from the 2025–26 academic year, foreign students must show proof of sufficient financial means to support themselves while studying in the UK.

Officials said these reforms form part of the government’s Plan for Change, which aims to tighten immigration control while continuing to attract top global talent.

The Home Office stated that the Parliamentary process to implement the ISC increase will begin later this week.
