Wife of Haryana IPS officer Puran Kumar files complaint alleging harassment after his suicide, note names 10 senior officers

Amneet P Kumar, an IAS officer and the wife of late IGP Y Puran Kumar, has filed a formal complaint with the Station House Officer, Police Station 11, Chandigarh, seeking the registration of an FIR under Section 108 of the Bharatiya Nyaya Sanhita, 2023, and relevant sections of the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act.

Her complaint came after her husband, Inspector General of Police (IGP) Y Puran Kumar, a 2001-batch Haryana cadre IPS officer, was found dead with a gunshot wound at his Chandigarh residence on Tuesday. Kumar allegedly shot himself with his service revolver, and his body was discovered by his daughter in the basement.

Police recovered an eight-page suicide note and a will from Kumar’s home. In the note, he reportedly named 10 senior IPS officers, both serving and retired, accusing them of caste-based discrimination, professional humiliation, and administrative persecution. The explosive allegations have sent shockwaves through Haryana’s police and administrative ranks.

Sources revealed that just a day before his death, Kumar was booked in a bribery case by Rohtak Police on the complaint of a liquor contractor. The complainant alleged that Kumar’s aide, Sushil Kumar, demanded a ₹2.5 lakh bribe in the officer’s name. CCTV footage and audio clips were reportedly submitted as evidence.

Sushil Kumar was arrested, and while Kumar’s name appeared in the FIR, the document was not made public. Officials said the FIR was registered without prior approval from the state government, which deeply upset the senior officer.

Kumar, who was recently transferred to the Police Training College, Sunaria (Rohtak), had earlier served as IG (Rohtak Range). He had reportedly written to Chief Minister Nayab Singh Saini, questioning the promotion process of IPS officers from the 1991, 1996, 1997, and 2005 batches.

In his letter, Kumar alleged that certain officers were granted backdated promotions in violation of Union Home Ministry guidelines, while others, including himself, were given promotions only from the date of order resulting in financial losses and administrative bias.

Chandigarh SSP Kanwardeep Kaur confirmed that police received information about the incident around 1.30 pm on Tuesday from House No 116, Sector 11. Investigators have seized Kumar’s mobile phones and documents and are examining whether professional humiliation or administrative bias pushed him to take the extreme step.
