UPSC bars serving IAS, IFS officers from appearing in CSE 2026

The Union Public Service Commission (UPSC) has tightened rules governing repeat attempts in the Civil Services Examination (CSE), barring serving Indian Administrative Service (IAS) and Indian Foreign Service (IFS) officers from appearing in CSE 2026 unless they resign from service.

Under the revised framework, officers already serving in the IAS or IFS will not be permitted to take the examination at any stage in 2026. 

If a candidate is appointed to either service after clearing the preliminary examination but before the main examination, they will not be allowed to appear for the mains. Similarly, if the appointment takes place after the mains have begun but before the declaration of the final result, the candidate will not be considered for service allocation under CSE 2026.

In effect, IAS and IFS officers seeking to reappear for the civil services examination will be required to resign before doing so.

The notification also restricts officers of the Indian Police Service (IPS). Candidates already selected or appointed to the IPS through an earlier examination will not be allowed to seek allocation to the IPS again through CSE 2026. However, they may still appear for the examination and compete for other services, subject to eligibility conditions.

At the same time, UPSC has provided a limited opportunity for improvement to candidates selected in CSE 2026. Those allotted the IPS or Central Services Group ‘A’ will be allowed a one-time chance to reappear in CSE 2027. To avail themselves of this option, candidates must formally seek exemption from joining training for their 2026 allotment. This exemption will be granted only once.

If a candidate is selected again in CSE 2027, they will be required to choose between the 2026 and 2027 service allotments, with the unchosen option being cancelled. If they are not selected in 2027, they may join the service allotted in 2026. Failure to join training in either case will result in the cancellation of both allotments.

Candidates who use the one-time improvement option will not be permitted to appear in CSE 2028 or subsequent examinations unless they resign from service.

UPSC has also announced a transitional provision for candidates allotted services through CSE 2025 or earlier. Such candidates will be allowed one opportunity to appear in either CSE 2026 or CSE 2027 without resigning. From CSE 2028 onwards, resignation will be mandatory for any further attempt.

With these changes, the commission has closed gaps that previously allowed officers to make repeated attempts after entering service. The revised rules set clear limits and timelines, requiring candidates already in service to make definitive choices before planning another attempt at the civil services examination.
