SIR Notices to S S Sandhu, Jaishankar, Advani, Kejriwal: What the Election Roll Checks Mean

Election authorities have issued SIR-related notices to several prominent names, including Election Commissioner S S Sandhu, External Affairs Minister S Jaishankar, veteran BJP leader L K Advani and former Delhi Chief Minister Arvind Kejriwal, amid the ongoing electoral roll revision in Delhi.

The notices are linked to discrepancies, unmapped records and differences between current electoral data and older records. The Election Commission’s verification process is aimed at establishing the accuracy of voter details and does not, by itself, mean that a person has been removed from the electoral roll.

Why S S Sandhu Received Notice

S S Sandhu, one of the Election Commissioners, figures in the list because of a reported spelling discrepancy between the name recorded in election records and details appearing in other official documents.

The notice is part of the same verification exercise being carried out for voters whose records have been flagged for inconsistencies or could not be mapped against earlier electoral data.

S Jaishankar’s Name Also Flagged

External Affairs Minister S Jaishankar is among the prominent voters whose records have been included for verification.

According to the report, the notice in his case relates to verification of information appearing in the electoral roll against available documents. A similar verification issue has reportedly been flagged in the record of his wife as well.

The inclusion of a Union minister in the exercise underlines that the verification process is not limited to ordinary voters. The Election Commission has been checking electoral records across categories as part of the SIR exercise.

L K Advani, Kapil Sibal and Abhishek Manu Singhvi Named

Former Deputy Prime Minister L K Advani is also among those listed. His record has reportedly been flagged because of a combination of unmapped data from older SIR records and a logical discrepancy in electoral documentation.

His daughter Pratibha Advani has also been named in the list for similar verification issues.

Former Union minister and senior lawyer Kapil Sibal figures in the list because his current details could not be directly mapped with an earlier SIR record, according to the report.

Former Congress leader and senior advocate Abhishek Manu Singhvi has also been included after his electoral data was reportedly flagged for either a mismatch with older records or a logical discrepancy requiring clarification.

Foreign Secretary Vikram Misri is another senior official named in the reported list. His current electoral information was reportedly not matched with the earlier SIR database, prompting documentary verification.

Arvind Kejriwal, Family Members Also Listed

Former Delhi Chief Minister Arvind Kejriwal has also reportedly received a notice after his electoral record was flagged for an unmapped entry or a logical discrepancy with earlier SIR data.

The report further states that notices were issued to members of Kejriwal’s family where similar mismatches were identified in voter records.

Separately, reports on the Delhi SIR process say around 33 lakh electors have been asked to address either “logical discrepancies” or a lack of mapping in their records. The Supreme Court is scheduled to hear a petition on September 22 seeking greater transparency over the names and reasons behind these notices.

What Does an SIR Notice Mean?

Receiving an SIR notice does not automatically mean that a voter has been declared ineligible or that their name has been deleted from the electoral roll.

The purpose of the notice is to seek clarification or supporting documents where election records contain inconsistencies, spelling differences, unmapped entries or other discrepancies. The voter can respond with the required information for verification.

This distinction is significant because the Delhi SIR exercise has already resulted in a large number of names being left out of the draft electoral roll. Nearly 47.6 lakh names were excluded from the draft roll published on August 31, according to reports, with September 30 set as the deadline for claims and objections.

Why the Notices Matter

The reported list has attracted attention because it includes senior constitutional functionaries, Union government officials, political leaders and former ministers alongside ordinary electors.

The Election Commission’s stated purpose in the SIR exercise is to verify and update electoral records. At the same time, the process has become the subject of legal scrutiny, particularly over how “logical discrepancies” and unmapped voters are identified and how affected electors are informed.

The Supreme Court is due to consider a plea seeking disclosure of the names of voters who received such notices, the reasons for the notices and greater clarity on the criteria used to identify discrepancies.

SIR Verification and the Electoral Roll

The Special Intensive Revision is intended to examine electoral records and reconcile current voter information with earlier databases and documents.

For voters whose records are flagged, the next step is verification. The presence of a name on a notice list therefore represents a requirement to clarify or substantiate electoral details rather than an automatic finding that the voter is ineligible.

The reported notices to Sandhu, Jaishankar, Advani, Sibal, Singhvi, Misri and Kejriwal have brought renewed attention to the mechanics of the SIR process as authorities continue working towards updated electoral rolls.
