Satya Niketan Tragedy: Cockroach Janta Party Issues 7 Demands Including Ministerial Accountability & Probe Into ‘PG Mafia’

Following the tragic collapse of a multi-storey paying guest (PG) accommodation in South West Delhi’s Satya Niketan that claimed seven lives, the Cockroach Janta Party (CJP) has issued a sharp seven-point ultimatum to the Delhi government.

Demanding immediate political accountability, the youth-led political outfit called for an independent probe into the “unholy nexus” driving Delhi's unregulated PG mafia, immediate safety audits, and public transparency from state regulators.

The tragedy unfolded near Delhi University's South Campus when a five-storey building functioning as a student PG collapsed, leaving seven dead—most of them students—and several others injured.

CJP’s Seven Key Demands To The Delhi Government

In a detailed manifesto released on Monday, CJP outlined seven non-negotiable action points for the state administration and municipal authorities:

• Independent Criminal Investigation: A probe targeting not just the building owner, but the wider political-administrative nexus driving the unregulated "PG Mafia" in student hubs.
• Engineering-Grade Structural Audits: A time-bound, rigorous structural audit of all student accommodations, schools, and colleges across Delhi, coupled with immediate rehabilitation for affected students and the sealing of illegal structures.
• Publish Committee Records Within 48 Hours: Complete public disclosure of all inspection, violation, and enforcement records from the 13 district committees constituted after the Hauz Rani incident on June 3.
• Public Searchable Safety Database: The creation of an easily accessible online portal where students and parents can verify whether any given accommodation is legally sanctioned, structurally sound, and fully compliant with safety norms.
• State-Built Student Hostels: Direct state investment into constructing adequate public hostel facilities for Delhi University and other university students to end reliance on unsafe private establishments.
• Immediate Financial Compensation: Swift relief packages of ₹1 crore for the families of each deceased victim and ₹20 lakh for every injured individual.
• Top-Level Ministerial Accountability: Fixing direct accountability on Delhi's Urban Development, Planning, and Education Minister, Ashish Sood, regarding why the 13 district safety committees were allegedly wound down within three months of their formation.

Questions Over Inaction And Municipal Oversight

The CJP highlighted systemic failures within Delhi’s municipal enforcement machinery. CJP leaders pointed out that despite previous directives following earlier structural hazards, enforcement mechanisms were quietly shelved, leaving student hubs like Satya Niketan vulnerable to illegal construction and commercial exploitation.

The High Court of Delhi has also stepped in, directing the Municipal Corporation of Delhi (MCD) to conduct an executive inquiry to fix responsibility on municipal officials who permitted unsafe operations. As anger mounts across student communities, the CJP affirmed that its volunteers will remain on the ground to push for structural reforms, transparent compliance, and justice for the victims' families.
