New Driving Licence rules

Aiming to streamline and ease up the licensing process, the Ministry of Road Transport and Highways is set to implement the new driving licence rules starting June 1.

The highlight of these changes in regulations is that applicants can now take their driving tests at not only RTOs (Regional Transport Offices) but also at government-authorised private institutions.

After receiving a certificate of passing the test from these institutions, the applicant can apply for a licence from the RTO without undergoing any further tests.

The ministry has further streamlined the process for new applicants by reducing the physical documentation requirement as per the vehicle type (two- or four-wheelers).

The minimum training requirements for the applicants are also set by the ministry.

For light motor vehicles (LMVs), training for 29 hours in 4 weeks is required. This includes 8 hours of theory and 21 hours of practical.

For heavy motor vehicles (HMVs), training for 38 hours is required in 6 weeks.

This includes 8 hours of theory and 31 hours of practical training.

A revamped penalty structure is also set to be put in place along with the new rules.

New traffic violation fines in India:

Speeding: ₹1,000 to ₹2,000

Driving by a minor: up to ₹25,000 fine. Licence of the under-18 driver to be cancelled, and suspension for obtaining a new licence until 25 years old.

Driving without a licence: up to ₹2,000 fine

Moreover, private institutions across the country are mandated to comply with a set of regulations, including minimum land requirements, providing suitable facilities, minimum trainer qualifications and technological soundness.
