'Dismantle Terror Ecosystem': PM Modi's Direct Message To SCO Members With Pakistan PM In Attendance

Prime Minister Narendra Modi launched a blistering attack on cross-border terrorism during his address at the Shanghai Cooperation Organisation (SCO) Council of Heads of State summit, calling on member nations to decisively eradicate the entire apparatus supporting militant networks. Speaking in the presence of regional leaders, including Pakistan Prime Minister Shehbaz Sharif, PM Modi urged the bloc to reject double standards and act against states that deploy terror as an instrument of policy.

Addressing the multilateral gathering, PM Modi underscored that long-term economic growth, regional connectivity, and societal stability across Eurasia remain impossible without total security. He called for a united, uncompromising stance against radicalisation, terror funding, and safe havens.

Target Terror Financing, Safe Havens, And Radicalisation

Highlighting the structural drivers of violence in the region, the Prime Minister pressed member states to go beyond surface-level condemnations and focus on systematic disruption.

"We must dismantle the entire ecosystem of terrorist financing, recruitment, radicalisation, and safe havens," PM Modi said, making a direct pitch for institutional measures across SCO jurisdictions. He added that state sponsorship of non-state actors poses an existential threat to regional integration and economic resilience.

The comments carry significant diplomatic weight given the presence of Pakistan Prime Minister Shehbaz Sharif at the plenary session. New Delhi has consistently maintained that cross-border terrorism originating from Pakistani soil remains the primary obstacle to bilateral dialogue and regional cooperation.

Call To Stop Double Standards On Global Terror

PM Modi cautioned against selective approaches to counter-terrorism, urging the Eurasian security bloc to ensure strict, uniform standards when designating terrorist organisations and their perpetrators.

Without directly naming specific countries, PM Modi emphasised that state entities providing covert aid or diplomatic cover to terror networks must be held accountable by international consensus. He reiterated India's commitment to strengthening the Regional Anti-Terrorist Structure (RATS) of the SCO, advocating for streamlined intelligence-sharing mechanisms and joint security frameworks.

Strategic Connectivity Must Respect Sovereignty

Turning to economic integration and regional trade corridors, PM Modi stated that connectivity initiatives within the SCO footprint must adhere to international law, transparency, and national sovereignty.

"Connectivity is essential, but it must be built on mutual trust and respect for territorial integrity," the Prime Minister noted. The statement implicitly reaffirmed India's long-standing reservations regarding China's Belt and Road Initiative (BRI) and the China-Pakistan Economic Corridor (CPEC), which passes through Pakistan-occupied Kashmir.

PM Modi concluded his address by calling for deeper collaboration across digital public infrastructure, traditional medicine, and youth empowerment programmes, framing India's vision for the SCO around constructive development, shared security, and regional stability.
