President Donald Trump has signed a new memorandum directing institutions of higher education to disclose detailed admissions data categorised by race. The order is aimed at increasing transparency and ensuring compliance with the Supreme Court’s ruling that race-based admissions practices violate students’ civil rights.

The memorandum, released by the White House, emphasises growing concerns that despite the Court’s decision, colleges and universities may still be using racial proxies such as diversity statements in ways that continue to influence admissions outcomes.

“Greater transparency is essential to exposing unlawful practices and ultimately ridding society of shameful, dangerous racial hierarchies,” the memorandum states.

The directive tasks the Secretary of Education, in coordination with other federal agencies, with overhauling the Integrated Postsecondary Education Data System (IPEDS), which is managed by the National Center for Education Statistics (NCES). The goal is to modernise the system to make data on university admissions more accessible, intelligible, and detailed for parents, students, and policymakers.

“American students and taxpayers deserve confidence in the fairness and integrity of our Nation’s institutions of higher education,” Trump said in the order, adding that “race-based admissions practices are not only unfair, but also threaten our national security and well-being”.

The memorandum further outlines that any institution receiving federal financial assistance will be required to provide clearer data on their admissions practices, including racial composition, as part of maintaining eligibility for federal funding.
