Cindy Singh, 4th on FBI’s ‘10 most wanted fugitives’, arrested in India

The FBI has announced the arrest of Cindy Rodriguez-Singh, one of its “10 Most Wanted Fugitives,” in India. Singh is wanted in the United States on charges related to the killing of her six-year-old son, Noel Rodriguez-Alvarez. She faces counts of unlawful flight to avoid prosecution and capital murder of a person under 10 years of age.
In March 2023, authorities in Everman, Texas, conducted a welfare check after Noel had not been seen since October 2022. Investigators said Singh lied about her son’s whereabouts, claiming he was in Mexico with his biological father. Two days later, she reportedly boarded a flight to India with her partner, Arshdeep Singh, and six of her other children. She has not returned to the US since.
In October 2023, Singh was indicted by a Tarrant County District Court in Fort Worth, Texas, and the following month, a federal arrest warrant was issued. The FBI has since been working with other agencies to secure her extradition.
Police say Singh severely abused and neglected Noel, depriving him of food and water. She allegedly told relatives that the boy was evil or possessed. Noel, one of 10 children, was born prematurely and suffered from multiple disabilities and developmental disorders. While three siblings lived with grandparents, Noel and the others stayed with Singh in a shed in Everman.
Investigations also revealed suspicious activity just before the family’s departure. Local media reported that Arshdeep Singh disposed of a carpet in a dumpster, raising further concerns.
Despite extensive search operations involving volunteers, cadaver dogs, and forensic examinations–including alerts to possible human remains under a porch at the family’s rental home–Noel’s body has not been found. Authorities have stressed, however, that the absence of a body will not prevent prosecutors from pursuing a murder conviction.
Singh’s arrest marks the fourth capture of an FBI “10 Most Wanted” fugitive in the past seven months, underscoring the agency’s coordinated efforts with law enforcement and intelligence partners.
