Narendra Modi's orders ignored: Who paved way for ₹20,000 cr Mulasana land scam?

Since 2005, numerous industrialists, builders, and politicians' proxies had been eagerly eyeing the 2300 bigha land in Gandhinagar's Mulasana. They had been actively devising their evil design to grab this prime property valued at ₹20,000 cr. 

However, their sinister plans could not take shape under the watchful eyes of the then chief minister Narendra Modi. He ensured that the integrity of the land remained intact, protecting it from falling into the wrong hands.  

The fraudsters had at that time even tried going to the high court, but it was all in vain. In fact, when the then chief minister Modi was elected as the prime minister, he had specifically instructed the revenue department to make sure no changes were made to the Mulasana land’s records and to ensure that the rich are not taking away the land from the poor. The land was meant for cattle grazing purpose and the then CM wanted it to remain that way. 

In fact, a letter was written by the revenue department to the Gandhinagar collector, clearly stating that unless the approval  of the chief minister’s office, the land in question cannot be made ‘NA’ (Non-Agricultural). The letter dated Oct 14, 2014, clearly states that, “permanent and protected beneficiaries should not be disturbed in any way.”


Moreover, another letter was also written on Nov 13, 2014, almost a month later, clearly stating that the Mulasana land of the Kalol sub-district of Gandhinagar should not be permitted ad ‘NA’  for residential or township purposes.

After Modi assumed the role of Prime Minister, the dynamics began to shift it seems and some opportunistic scammers saw a chance to revive their dubious schemes. 

Suddenly out of nowhere, in Sept 2016, the Advocate General was consulted regarding the Land Ceiling Act. Then in 2019, under the instructions of the chief minister’s office, the revenue department wrote a surprising letter on Jan 9, 2019 ahead of the Lok Sabha elections.

The 2019 letter instructed that the earlier directions given in the Nov 13, 2014, would stand cancelled on the basis of the opinion of the Advocate General. Moreover, it said that the Gandhinagar collector was instructed to take a decision on the Mulasana land and its utilisation for residential or township purposes. Essentially clearing the way to make this land Non-Agriculture.

What transpired between 2016 and 2019 raises many questions. Who from the revenue department wrote the letter that tried to alter the decision taken under CM Modi’s leadership? If a meeting was conducted before this letter was written, who all were present in the meeting? Which officials were part of the decision-making? Was it builders, political pawns, or a high-level authority, communicating with the collector?

SK Langa not asked a single question about Mulasana during his 12-day remand 

Even though the former collector of Gandhinagar, SK Langa was taken into remand for for 12 days, no questions on Mulasana land were asked, say sources. The questions ranged from his disproportionate assets, gun licences, his tenure in other districts, passports, family members living abroad, partnerships, and everything else but Mulasana land.

By avoiding questions on Mulasana to Langa, it is evident that the matter was deliberately deflected and diverted, taking the investigation away from the Mulasana land scam.

The meeting was chaired by senior official of the CMO in 2019, sources claim

According to the sources, it was the chief minister’s top officials who were issuing communication and instructions to Gandhinagar collector. A special meeting was organised by the-then top official of the CMO to snatch the Mulasana land and carry out a planned scam.

Sources indicate that this meeting included an additional secretary of the revenue department and a group of other officials, politicians, builders, and others. The phase-by-phase modus operandi for land grabbing was planned by the top official. Orders were given to collectir Langa on a daily basis only at the behest of the CMO office.
