Terrorism under BNS, Gujarat Assembly passes GUJCTOC Amendment Bill 2026

The Gujarat Legislative Assembly on Thursday passed the Gujarat Control of Terrorism and Organised Crime Act (GUJCTOC) Amendment Bill-2026 without opposition. With this change, cases related to terrorism will now be handled under the new central law, the Bharatiya Nyaya Sanhita (BNS), instead of the state law.

The amendment removes terrorism-related sections from the ‘Gujarat Control of Terrorism and Organised Crime Act’. The state government said this will stop duplication of investigation under two different laws and make legal procedures clearer.

Cabinet minister Arjun Modhwadia explained that when GUJCTOC was introduced in 2015, it covered both terrorism and organised crime. However, the new BNS already has strict anti-terrorism provisions, especially under ‘Section 113’. Therefore, the amendment was made to avoid confusion and overlap.

After the change, GUJCTOC will mainly focus on organised crime. Action against gangsters, extortionists, and organised mafias in Gujarat will continue under this law. Terrorism cases will be handled under  Bharatiya Nyay Sanhita (BNS).

The minister also said the amendment updates old legal references. The new Bharatiya Nagarik Suraksha Sanhita will replace the earlier criminal procedure laws. According to the government, this step will strengthen security in Gujarat and help speed up the judicial process.

Officials added that police and investigating agencies will receive clear guidelines on how to apply the new changes. This will help them decide quickly which law should be used in different cases and reduce delays in investigation.

The government also stated that the amendment will improve coordination between state and central agencies.
