State tells Gujarat HC that draft bill related to glue traps in advanced stage

The Gujarat government in a PIL imposing ban on manufacturing, sale and use of illegal glue trap and glue board submitted before the Gujarat High Court that the draft bill related to it is in advance stage of preparation. Upon finalisation it will be placed before the competent authority and thereafter will be placed in the State Legislative Assembly in accordance with law.

The division bench of court has expressed disapproval of the manner in which it has responded of the respondent. The court found that state authorities showed avoidance in taking a decision to implement the requirement of ban/sale of illegal glue traps and glue boards. The court has also directed the chief secretary of the state to file a response on steps taken to prevent its sale.

Counsel appearing for the petitioner submitted before the court that the sale of illegal glue traps continues at a few places.

The court reprimanded the circular issued by Gujarat State Animal Welfare Board dated August 21, 2024 and said that it was not in spirit of section 11 of prevention of Cruelty Act 1960.

The state said that on August 1, 2025, the Principal Secretary, Home, in an affidavit said that a meeting was held on July 14, 2025 between Agriculture and Farmer Welfare Department, Industries and Mines department & Home Department officials.  It was decided that to ban the manufacture, sale and illegal use of glue traps and glue boards for catching rodents and pests a statement amendment would be required.

The state submitted that proposed amendments have been forwarded to the home department after evaluation of the Industries and Mines department.

In the compliance report filed on March 27, 2026 by the Principal Secretary of the Home Department, the subject matter of the proposed amendment, namely prohibition of glue traps, emerged as an issue of public importance and sensitivity engaging animal welfare and public welfare concern.

A PIL was filed in the court seeking direction to state authorities to ensure that prohibition in manufacturing, sale and use of illegal glue trap and glue board to prevent lives of innocent animals, rodents used in agricultural fields and other places.
