State education dept claims unauthorised professor transfers in govt colleges

The government issued guidelines and norms for the transfer of class-2 assistant professors of the state’s government-run arts, science, commerce, and law colleges in 2012. However, the state’s education department has recently learned that these guidelines are not followed and the norms are violated by the colleges.

Recently, the education department wrote to the commissionerate of higher education, pointing out widespread complaints of transfers going beyond the rules and principles and the rules not being followed.

The director of the commissionerate was also directed not to appoint assistant professors of government colleges on their own.

The order directed colleges to mandatorily organise camps twice a year during Diwali and summer vacations to conduct transfers as per the rules and only after the department’s due permission. Also include the self-request transfers in this phase.

GPSC (Gujarat public service commission) marks were to be considered at the time of transfers, and district-wise selection provision was to be given as per their merit and availability of vacancies.

According to the government’s order, if the teacher has been in a place for three years at a location with no complaint against them, their term is to be continued. However, if another teacher wishes to transfer to that place, it is mandatory to allot them that.

All the assistant professors who have been transferred in the last three years should also be given the benefits of transfer camps, and a representative of the education department should be present during the process.
