Renewable energy policy announced in Gujarat; ₹5 lakh cr investment targeted

Capacity restrictions removed for solar, wind, and hybrid projects

The government of Gujarat announced the Renewable Energy Policy 2023 on Oct 4 with an aim to to achieve 50% of power generation through renewable energy by 2030. 

Renewable generation projects based on wind, solar, and hybrid technologies will be set up.It will cover the projects like ground mounted solar, rooftop or floating solar, canal top solar, wind, rooftop wind, and wind solar hybrid.

The tenure of this policy is till 2028.

Also approximately four lakh acres of land is likely to be utilised in upcoming projects under this policy. The state government release stated that the policy is likely to get a possible investment of ₹5 lakh crore in the state.

The benefits of this policy will be applicable for a period of 25 years from the date of project commissioning, or the lifetime period of the project, whichever is earlier.

Gujarat Energy Development Agency (GEDA) will act as the nodal agency for project registration, validation, commissioning certificate, and monthly progress report. While implementation, coordination, and monitoring will be done by Gujarat Urja Vikas Nigam Limited (GUVNL).

There will be a single web portal to avail this policy.

Some of the features of the policy are…

  • Unlimited capacity renewable energy projects can be set up in terms of consumer contract demand.
  • Renewable energy settlement against consumer consumption on the basis of the billing cycle.
  • 100% renewable energy supply on the customer request by the Gujarat Electricity Regulatory Commission (GERC) at green power supply tariff.
  • Option of net metering or gross metering for rooftop projects.
  • Small-scale rooftop wind projects can be installed by consumers.
  • Offshore wind projects to be encouraged.
  • Prototype WTG installation facility for WTG manufactures and EE developers.
  • Repowering of wind turbine generators will be encouraged, with no limit.
  • Already installed wind or wind and solar plants under construction can be converted to hybrids.
  • No banking charges will be applicable on solar power consumed by residential customers.
  • Banking charges as determined by GERC from time to time shall be applicable for customers other than residential.
  • Floating solar projects can be developed on canals and rivers.
  • Cross-subsidy surcharge and additional surcharge will not be applicable on captive power projects.
  • Distribution companies will contract to procure power from projects selected through a competitive building process.
  • Power can be exported outside Gujarat through Inter State Transmission System (ISTS) connected projects.
