Liquor bottle found on state transport bus of dry state

A GSRTC (Gujarat State Road Transport Corporation) bus from Borsad to Ahmedabad via Anand around 3.15 pm on Thursday was carrying more than just the passengers, as a bottle of liquor was found on one of the empty seats.
The incident raised questions about where the bottle came from, as the bus should have been cleaned prior to departure. However, the workshop in charge denied that it had been cleaned.
One of the 22 passengers discovered an empty liquor bottle lying on a seat. The passenger took a photo and then reported the bottle to the conductor.
The conductor immediately instructed for the bus to be cleaned. All passengers were asked to leave the bus, and the bus was taken to the workshop for cleaning. After 10 minutes, the bus returned to service.
The traffic controller at Borsad, Arif, stated that while Borsad depot buses are cleaned in the workshop, the workshop department is responsible for maintenance and cleaning. He added that it is difficult to confirm whether this particular bus was cleaned in the workshop before the incident.
According to Kanubhai, the workshop in-charge at Borsad, the bus was cleaned and parked in an empty slot after arriving from Ahmedabad at 1 pm. The bus driver and conductor then took the bus back to the depot at 3.15 pm.
The traffic controller later contacted the conductor of the Borsad-Ahmedabad bus to inquire about the bottle. The conductor confirmed that after passengers reported the bottle
The key question here is: How did a liquor bottle, found in a dry state, end up on a public transport bus in Gujarat, where alcohol is prohibited? Can alcohol be smuggled into public spaces like this in Gujarat, where it is illegal to sell or consume alcohol?
