Gujarat is doubling its aviation training capacity with five new Flying Training Organizations (FTOs), making it a major Indian pilot instruction hub. This PPP initiative, driven by GUJSAIL, addresses India's projected need for 25,000-30,000 pilots amid massive aircraft orders. The expansion leverages private investment to meet soaring demand, building on Gujarat's history of training thousands of pilots.

Gujarat is set to double its pilot training capacity with five new Flying Training Organisations (FTOs) preparing to commence operations, taking the state's total number of functional FTOs from five to 10.

The expansion is being driven by the Civil Aviation Department in partnership with the Gujarat State Aviation Infrastructure Company Limited (GUJSAIL), as demand for trained commercial pilots rises alongside India's expanding aviation sector.

Five New FTOs to Expand Gujarat's Training Network

The upcoming facilities will operate across regional airports and airstrips in Gujarat. Under the Public-Private Partnership (PPP) model, the state has allocated approximately 1,500 square metres of land to private operators through competitive bidding.

The model is intended to bring private investment into aviation training infrastructure while expanding the state's capacity to train aspiring commercial pilots.

Once the five new organisations become operational, Gujarat's FTO network will grow from five to 10 facilities, making the state one of India's largest hubs for pilot training.

Rising Demand for Commercial Pilots

The expansion comes at a time when Indian airlines are preparing for significant fleet growth. Domestic carriers have placed orders for roughly 1,700 new aircraft to meet rising passenger demand, including demand generated by the regional connectivity scheme UDAN.

The growing fleet is expected to require a larger pool of trained cockpit crew. Industry estimates indicate that India could require between 25,000 and 30,000 commercial pilots in the coming years.

This has increased the need for training infrastructure capable of producing qualified pilots within the country.

Gujarat's Existing FTO Network

Gujarat currently has five operational FTOs located across Mehsana, Amreli and Bhavnagar.

Skynex Aero Pvt. Ltd. and Blue Ray Aviation Pvt. Ltd. operate from the Mehsana airstrip. Vision Flying Training Institute and the Gujarat Flying Club are based in Amreli.

The Gujarat Flying Club, established in 1958, is among the state's established aviation training institutions.

Dunes Aviation Pvt. Ltd. operates from Bhavnagar Airport on land provided by the Airports Authority of India (AAI).

More Than 5,200 Students Trained

Gujarat's existing aviation training ecosystem has already trained more than 5,200 students.

The state's FTOs have produced over 3,200 Commercial Pilot Licence (CPL) holders, while more than 200 prospective pilots are currently undergoing training.

The addition of five new FTOs will substantially expand the state's existing training network and add capacity as India's commercial aviation sector continues to grow.
