Government hostel, Adarsh Nivasi Shalas

The state finance minister has allocated ₹255 cr for the construction of government hostels, Adarsh ​​Nivasi Shala, ₹176 cr for scholarships to 15 lakh pre-matric students.

- ₹150 cr provided under the Dudh Sanjeev scheme, ₹120 cr for uniform assistance for students of class 1 to 8 and ₹23 cr for Samras Hostels with advanced facilities. 

Provision for state buses

- A provision of ₹768 cr has been made in the budget to buy new buses.

- ₹218 cr for e-vehicle subsidy, ₹118 cr for modernisation of bus station, ₹11,535 cr for water resources division, ₹236 cr for deepening of check dams, lakes and ₹160 cr for connecting Vinchhiya, Dharai reservoirs of Rajkot district.- A provision of ₹768 cr has been made in the budget to buy new buses.

₹12,138 cr for panchayats, village housing and village development departments

- To improve the quality of life of the people living in rural areas, along with providing basic facilities like sanitation, water, housing, proper management and maintenance of rural resources will be created.

- The government will work to make women of Antyodaya families 'empowered and self-reliant' through capacity building with training and financial assistance in aspiring talukas and districts.

- To ensure cleanliness and at the village level, a long-term arrangement will be made through public participation with planned works under Nirmal Gujarat 2.0.

-In order to make the Panchayati Raj system more effective and to bring speed and quality in the implementation of schemes, the entire administrative structure will be strengthened by creating 2,000 new technical and non-technical posts in Panchayati Raj institutions.

- ₹2,600 cr additional provision for strengthening of rural infrastructure under the 15th finance commission.

- ₹974 cr provision for payment of household electricity bills for implementation of water supply schemes at village level.

- ₹300 cr provision for permanent disposal of solid and liquid waste collected under Nirmal Gujarat 2.0 and cleaning works of public places.

- ₹10 cr provision for developing infrastructure in villages along the international border.

Village development

- ₹1,309 cr provision for providing employment under MGNREGA scheme.

- ₹751 cr provision for Pradhan Mantri Awas Yojana (Rural) 

- Under Aajeevika - National Rural Livelihoods Mission (NRLM), approx three lakh self-help groups have been formed and 30 lakh families have been connected with provision of ₹262 cr for this scheme.

- ₹255 cr provision under Pradhan Mantri Krishi Sinchai Yojana 2.0.

- ₹164 cr provision for providing houses under the  Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan to raise the standard of living of the tribal people.

- ₹100 cr provision to enable 50,000 women of Antyodaya families to become millionaire in aspiring talukas and districts.

- ₹42 cr provision to make existing institutions more efficient for smooth and smooth implementation of village development schemes.

- Gujarat Social Enterprise Fund will be created to promote social enterprises in rural areas on the basis of venture capital provided to industries for which ₹50 cr will be spent in the next 5 years and ₹10 cr provision for next year.

- ₹5 cr provision for Performance Linked Incentive Scheme to promote healthy competition to increase the income of Self Help Groups (SHGs).

Planning to develop several projects including Archaeological Museum, Tana-Riri Music Museum to preserve the pride of Vadnagar's historical heritage.

₹122 cr provision for youth service and cultural activities

- Scheme regarding promotion for setting up and maintaining yoga studios to further boost the activity of yoga.

- Planning the construction of Indus Cultural Center for preservation and promotion of Sindhi language.

₹367 cr provision in sports sector

- Organised to prepare olympic-level athletes as well as national and international level athletes.

- Under the Shaktidoot 2.0 scheme, the government will  provide assistance to the best performing players.

- Planning the construction of the country's first Multi Sports Para High-Performance Center to provide international level facilities to para athletes.

- Second phase planned to take Swarnim Gujarat Sports University to new heights in the field of sports education, training and sports management.

₹2,711 cr provided to Department of Food, Civil Supplies and Consumer Affairs

- Food grains and other essential food items are provided at subsidised rates under public distribution system to ensure food security and affordable food to eligible families.

The government has provided 68 lakh metric tonnes of food grains free of charge to 72 lakh families of the state through Pradhan Mantri Garib Kalyan Anna Yojana in the last four years. 

The central government has extended the scheme for another five years from January 2024.

- ₹767 cr provision for distribution of toor dal and chana (gram) to provide affordable protein rich diet to National Food Safety Act (NFSA) ration card holders.

- ₹675 cr provision for food grains to provide it to approx 72 lakh priority families under the National Food Security Act, 2013.

- ₹500 cr to provide free gas cylinder refilling twice a year for household consumption to over 38 lakh beneficiaries of Pradhan Mantri Ujjwala Yojana and PNG/LPG Sahay Yojana of the state government.

- ₹160 cr provision for providing edible oil at subsidised rates to NFSA beneficiary families.

- ₹51 cr provision for distribution of double fortified salt (iron + iodised) with micronutrients.

- ₹37 cr to pay an incentive bonus of ₹300 per quintal to the farmers in addition to the minimum support price with a view to providing affordable prices to the farmers on the purchase of millet/sorghum/ragi (nagli) to promote the consumption of millet.

- ₹25 cr provision for construction/modernisation of godowns owned by civil supplies corporation.

Provision for primary and secondary education

- ₹1,250 cr provision under Namo Lakshmi Yojana for girls studying in government and non-government aided secondary and higher secondary schools.

- ₹250 cr provision for assistance under Namo Saraswati Yojana to encourage students to study in science stream in class-11 and 12.

- Approx ₹2,000 cr provided for infrastructure upgradation of primary and secondary schools under mission schools of excellence.

- At present, government primary and secondary school students are getting school transport facility at a cost of ₹130 cr. Giving an expansion to the scheme, transport assistance will also be provided to an estimated 1 lakh students of class-9 to 12 of the granted secondary schools with ₹260 cr provision for this scheme.

- Provision of ₹1,400 cr under PM Poshan Yojana to provide supplementary nutrition and nutritious meals to students.

Provision for higher and technical education

- ₹400 cr provision to support approximately 75,000 students under Mukhyamantri Yuva Swavalamban Yojana (MYSY).

- ₹160 cr provision to support 4,500 girl students studying in medical under the Mukhyamantri Kanya Kelawani Nidhi Yojana (MKKN).

- ₹134 cr for building construction of 10 new government colleges in 8 non-tribal areas and 2 in tribal areas and additional facilities in existing colleges, maintenance works and restoration works of old and heritage buildings.

- ₹101 cr provision for the development of various infrastructure facilities in the state universities of the state.

- Under the Scheme Of Developing High quality research (SHODH scheme), ₹40 cr provision to support 2000 PhD students for  better and higher quality research.

- ₹30 cr provision to support 2,500 students under Chief Minister Scholarship Scheme (CMSS).

- ₹30 cr provision under Gujarat Gyan Guru Quiz for secondary school and college students along with common citizens.

- ₹198 cr provision for modernisation of government technical institutes, infrastructure, new physical resources and conversion of existing classrooms/laboratories into smart classrooms and smart labs.

- ₹42 cr provision for the operation and maintenance of startup work stations at the newly constructed i-Hub and various buildings of government technical institutes to further boost startups.

- ₹35 cr provision for establishment of center of excellence in future areas like green hydrogen technology, fintech, etc and establishment of sports technology center at government degree engineering/polytechnic colleges.

- ₹10 cr provision for setting up research parks at government engineering colleges in the field of futuristic and disruptive technologies.

₹20,100 cr provision for health and family welfare department

- ₹3110 cr provision to provide cashless treatment up to ₹10 lakh in 2,531 private and government hospitals empaneled under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana.

- ₹2,308 cr provision for the construction and equipment of all health centres under the three-tier health system, along with medical colleges and hospitals.

- ₹1,000 crore provision for construction, maintenance, and operation of medical hospitals managed by GMERS.

- A provision of ₹350 cr under the Systems Reform Endeavours for Transformed Health Achievement in Gujarat (SRESTHA-G) launched at a cost of ₹4,200 cr aimed at strengthening health facilities and controlling non-communicable diseases and other public health problems.

- Government medical colleges and its affiliated hospitals, M & J Institute of Ophthalmology, provide ₹100 cr provision for the provision of new medical equipment in the Institute of Ophthalmology, Ahmedabad, and the Spine Institute, Ahmedabad.

- ₹76 cr provision for 319 new ambulances under 108 emergency services to strengthen ambulance facilities.

- ₹60 cr provision for the purchase of medical equipment and infrastructural facilities at UN Mehta Heart Institute and Kidney Hospital.

- To reduce maternal mortality and child mortality, the government has decided to introduce a new scheme to provide an incentive amount of ₹15,000 and ₹3,000 to Asha sisters for institutional delivery of high-risk pregnant women and then stay at the hospital for treatment with a provision of ₹53 cr.

- ₹40 cr allotted to start cardiac treatment centres in collaboration with the UN Mehta Institute, Ahmedabad, and intensive cardiac treatment at Gandhinagar, Rajkot, and Surat.

- ₹10 cr towards the expansion of the Government Spine Institute and Paraplegia Hospital at the Medicity Women and Children Hospital in Ahmedabad and

establishment of a centre of excellence for the blind and visually impaired.

- The government has decided to build a 300-bed district-level hospital near Bavla in Ahmedabad and near Kamrej in Surat with a ₹10 cr provision for the next year.

- Ayurvedic College and Hospital, Kolwada, will be developed as a centre of excellence to advance AYUSH services, with a provision of ₹482 cr for hospitals under AYUSH.

- ₹221 cr provision for providing health-related services to the families of more than 15 lakh workers under the Kamdar Rajya Bima Yojana.

- A total provision of ₹87 cr with a new district office at Surat for the Food and Drug Regulatory Department.

-A total provision of ₹6,885 crores for the women and child development department

-Provision of ₹2,363 crores to help widows financially under the ‘Ganga Swarup Aarthik Sahay’ Scheme.

-Provision of ₹878 crores for provision of hot breakfast and meals in Anganwadis to children aged 3 to 6 years and take-home ration to children, adolescents and expectant mothers under the Supplementary Nutrition Scheme.

-Provision of ₹344 crores for take-home ration distributed to girls under Purna Yojana.

-Under the Chief Minister's Matrashakti Yojana, pregnant women will be provided with two kilos of chickpeas, one kilo of toor dal and one litre of oil per beneficiary per month for a period of one thousand days. A provision of ₹322 crore has been allotted for it.

-Provision of ₹252 crores for providing assistance under Vhali Dikri Yojana.

-Provision of ₹200 crores for the scheme to be implemented at a cost of ₹1,800 crores for infrastructural development of Anganwadis under the Anganwadi 2.0 scheme.

-Provision of ₹132 crores to provide flavoured fortified milk to children, and pregnant, and lactating mothers under Dudh Sanjeevni Yojana in tribal and developing taluks.

-Provision of ₹129 crores for providing hot meals to pregnant and lactating mothers in 106 tribal constituencies under Noorshan Sudha Yojana.

-Provision of 16 crores for the construction of a new building with advanced and innovative facilities for the Women’s Protection Center at Surat.

-Provision of ₹14 crores for the purchase of various growth monitoring devices with the aim of assessing and monitoring nutritional status.

-Emergency number ‘112’ has been announced for the system including police, and fire.

A total provision of 4374 crores for the tribal development department

The finance minister made a total provision of ₹4,374 crores for the department of tribal development. ₹26 crores were provided for the subsidy for installation of solar rooftops to more than 5000 milk societies operating in tribal districts.

Department of Education

The finance minister announced ₹55,114 crore for education department. He gave information about the special activities done in the education sector during this time.

₹376 crore allocation for Olympics

A provision of ₹376 crores has been made for hosting the Olympics in Ahmedabad, as the city aspires to bid for the hosting.

Increase in per capita income in the state

Finance minister Desai said that there has been a huge increase in per capita income in the state. The per capita income of the citizens of Gujarat is planned to be equal to that of developed countries.

He also added that advanced hospitals will be built in Ahmedabad and Surat. A modern hospital will be built near Bavla and Kamrej. On the other hand, a provision of ₹8,423 crores has been made for energy and petrochemicals.

6 ITIs will be made Mega ITIs

According to the announcement in the finance minister’s budget, 6 ITIs will be made Mega ITIs. The state government also made a big announcement for GIFT City. GIFT City spread over 900 acres will be expanded to 3300 acres. The Dwarka-Okha Signature Bridge, built at a cost of ₹962 crore, is nearing completion.

Along with this, a provision of ₹463 crores has been made for high-speed diesel VAT assistance to Sagar farmers. On the other hand, a provision of ₹1,570 crores has been made under Kisan Suryodaya Yojana.

2500 new ST buses will be procured

According to the provision of the budget, the government has announced Janrakshak Yojana. A structure of 1100 public security vehicles will be arranged. Along with this, about 2500 new ST buses will be purchased. A provision of 380 crores has been made for setting up a new substation.

How much budget allocated for other departments?

Along with this, for Agriculture, Farmers Welfare and Cooperation Department a total of ₹22,194 crore has been provided. While the water resources department a total of ₹11,535 crore, the water supply department a total of ₹6,242 crore, the science and technology department a total of ₹2,421 crore and for Agriculture, Farmers Welfare and Cooperation Department a total of ₹22,194 crores has been provided.

A total provision of ₹10,378 crore was announced for the home department in the budget. Along with this, for the department of industries and mines, a total of ₹9,228 crores, for the forest and environment department a total of ₹2,586 crore, for climate change department a total of ₹1,163 crore, for the law department a total of ₹2,559 crore, for the revenue department a total of ₹5,195 crore, for general administration department a total of ₹2,239 crore and for information and broadcasting department a total of ₹384 crore has been provided.

-319 new ambulances will be purchased

-Work of making 45,000 smart classrooms has started

-10 National Secondary Education Campaign schools will be started

-15,000 new rooms in state primary schools

-2 lakh computers will be provided in schools

-162 new government schools will be built

Provision of ₹22,194 Crore for department of agriculture, farmers welfare and cooperation

A provision of ₹22,194 crore for the department of agriculture, farmers welfare and cooperation is present in the budget this time. Provision of ₹701 crore for purchase assistance of tractors and agricultural mechanization. Provision of ₹350 crore for fencing, solar fencing around the farm and ₹200 crore for agro and food processing units. A provision of ₹81 crore has been made for insurance protection in case of accidental death of farmers.

Micron plant in Sanand

On the other hand, the plan to set up a micron company in Sanand has been announced and it has been informed that the work has been started for the same. The Finance Minister said that Gujarat has reached the first position in the field of start-up apps.

Commissionerate of Rural Development

The finance minister made a provision of ₹122 crore for youth, service and cultural activities. While ₹12,138 crore funds were announced for village construction and rural development. On the other hand, ₹21,696 crore has been allocated for urban development and housing construction.

Seven cities will become Municipal Corporations

An important announcement was also made in this budget of Gujarat that eight cities will be given the status of Municipal Corporation. It includes Navsari, Gandhidham, Morbi, Vapi, Anand, Mehsana, Surendranagar.

Announcement of Namo Saraswati Yojana

Announcing the Namo Saraswati Yojana by the state government in the field of education, Desai said that the 21st century is the century of science and technology. In which, IT is prevelant in every field of life with related technologies having an important part to play. Additionally, STEM (Science, Technology, Engineering, Mathematics) education is essential for higher-level new job opportunities.

Under this scheme, eligible poor and middle class students studying in science stream of higher secondary schools will be given assistance of ₹10,000 in class 11 and ₹15,000 in class 12, a total of ₹25,000. With this scheme, the number of students in the science stream is expected to increase from 2 lakh to 5 lakh annually in the next five years, according to finance minister. This scheme will cost approximately ₹400 crore.

The finance minister has announced a system for affordable food for 3 to 5 year old children

He also said that 8,000 new Anganwadis will be constructed in the state.

Namo Lakshmi Yojana will be implemented for educational assistance. Under that, 10 lakh students will benefit.

The scheme will see a provision of ₹1,250 crores has been made for it. Under the scheme, the students of class 9 and class 10 will be given an aid of ₹10,000. Additionally,  ₹15,000 will be provided to the students of classes 11 and 12. ₹50,000 assistance will be given on completion of studies up to 12. 

A budget worth ₹3.32 lakh crore

The finance minister has presented this year's budget of ₹3,32,465 crores in the Assembly.

In the beginning of the speech, the finance minister said that the growth rate of the state was 14.9%.

After the union finance minister Nirmala Sitharaman presented the Interim Budget in the new Parliament Building yesterday, the state finance minister Kanu Desai will present the budget in the Gujarat Assembly today in a few minutes.


As Lok Sabha elections close in, this year’s budget is likely to have an increase of 10-20% over last year’s budget. It is worth mentioning that this will be the third time that Desai will present the budget in the Assembly.

The finance minister has reached the Assembly with a black and gold coloured briefcase. Before presenting the budget in the assembly, he said that the Gujarat government has presented a road map with developed India by 2047 in sight.

According to Desai, the budget has given priority to the poor, youth, women and food earners. It will be the biggest budget in the history of Gujarat. Besides this, he added that there is a maximum provision for each sector.

Congress leaders staged an appearance before the budget was presented.

On the other hand, Congress leaders protested even before the budget was presented. 13 of the 15 MLAs of the Congress reached the assembly wearing banners with various slogans, including some pointing out rising inflation, under the leadership of MLA Amit Chavda.
