Gujarat Assembly monsoon session begins, important bills up for debate
Gujarat public universities, reservation, taxation and more in the debates

As the monsoon session of the Gujarat Assembly commences today, a series of nine important bills will be presented. The much-debated Gujarat Public University Bill 2023 will also be discussed in the assembly.
The bill allegedly tightens its grip on 11 public universities in the state, bringing them under the same law.
According to the state government, the bill aims to achieve “smooth governance of universities, better coordination, cooperation, and proper utilisation of higher education facilities of universities, sound finance control, better quality higher education, and measures to create excellent quality standards in the face of global competition.”
Moreover, since 27% reservation for the Other Backward Classes (OBCs) in local governing bodies was introduced after the Jhaveri Commission report, the Municipality Act will also need amendment. For that, the Gujarat Local Authorities Laws (Amendment) Bill will be discussed in assembly.
The monsoon session will also address the topic of reservations for officials of Gujarat’s local authorities and local self-government.
What are the nine bills to be discussed?
Among the 14 bills presented by the cabinet, nine will be discussed in this session including:
- Gujarat Public Universities Bill
- Gujarat Natural Farming and Organic Agriculture Amendment Bill
- The Gujarat Local Authorities Laws Amendment Bill
- Gujarat Private Universities Amendment Bill
- Gujarat Children’s University Amendment Bill
- The bill to cancel the Champaner-Pavagadh Archaeological Park World Heritage Area Management Authority
- Gujarat GST Amendment Bill
- The Gujarat Taxation Laws (Amendment) Bill
- Gujarat Agricultural Produce Markets Amendment Bill
