Gujarat announces cashless road accident treatment scheme

The Gujarat Road Safety Authority (GRSA) has directed Health Commissioners (Urban and Rural) to implement the Cashless Treatment of Road Accident Victims Scheme, 2025, launched by the Ministry of Road Transport and Highways (MoRTH).

The scheme offers up to ₹1.5 lakh in cashless treatment for seven days at authorised hospitals, starting from the accident date.

The GRSA’s letter references the MoRTH notifications, assigning key duties to the State Health Agency (SHA) using the National Health Authority's (NHA) Transaction Management System (TMS). 

The SHA must accept and review pre-authorisation and claim applications from hospitals, approve or reject them, and forward claims to the General Insurance Council for insured vehicles or district collectors for uninsured, hit-and-run, or unconfirmed cases.

Hospitals under Ayushman Bharat PM-JAY serve as designated hospitals, with SHA required to empanel more as per NHA guidelines. Additional SHA tasks include guiding non-designated hospitals to register on TMS for stabilisation claims, appointing agencies for claim processing, managing TDS deductions and returns, training hospital staff, investigating fraud flagged by the National Anti-Fraud Unit, running awareness campaigns, and submitting reports to NHA, MoRTH, and GRSA.

Set of hospital responsibilities by GRSA . 

–Hospitals must stabilise victims immediately, generate a TMS Treatment ID, and link it to the police eDAR Victim ID if police deliver the patient.

–For self-admitted victims, hospitals request eDAR ID via TMS; without response in 24 hours or if rejected, they recover costs from the victim. 

–Life-threatening cases get immediate treatment up to ₹1.5 lakh, with a 24-hour police extension and alerts to nodal officers. 

–Hospitals lacking expertise must refer patients via TMS and submit all claims as per NHA rules. Non-designated hospitals provide stabilisation per NHA packages after portal registration, then advise transfer to designated facilities.

This initiative aims to ensure timely treatment for road accident victims across Gujarat, reducing delays and financial burdens. Health officials have been urged to act swiftly by appointing a Nodal Officer and following all MoRTH and NHA guidelines.
