‘Brief your ministers in advance,’ says Guj assembly speaker to IAS officers

During the ongoing assembly, speaker Shankar Chaudhary, stressed the importance of briefing ministers beforehand to address concerns about mid-session short notes. 

Today, during the first session of the question hour, when the ministers were answering the questions, they were often asked supplementary questions by other MLAs regarding queries about the question asked.

It is expected that the ministers are briefed by their department’s secretary at the very start. It is common, however, for the minister to take additional information in the form of a ‘short note’ from the officer’s gallery when asked a supplementary question.  

In a common practice, secretaries give a written copy of answers to ministers when supplementary questions are asked by MLAs. This was leading to the sessions being interrupted and a lot of time was being wasted. This led to the speaker asking to stop this process, and suggesting that  the ministers should be briefed in advance before the question hour to avoid frequent interruptions.

Speaker of the house, Shankar Chaudhary took cognisance of this and asked officers of departments to stay back before leaving the gallery.

Senior IAS officers such as Vinod Rao, KK Nirala, and AK Rakesh were present in the officers’ gallery along with the other officers of various departments.

Chaudhary insisted that officers must brief ministers in advance in the next session as it is the responsibility of the secretaries to brief the minister.
