AUDA presents over ₹3,000 crore budget for 2026–27 with focus on infrastructure, Sanand development

The Ahmedabad Urban Development Authority (AUDA) on Thursday presented a budget of ₹3,101.73 crore for the financial year 2026–27, with a major focus on infrastructure expansion, road upgrades and development of emerging urban centres. The budget was presented by AUDA Chief Executive Officer Devang Desai.
AUDA has projected total revenue of ₹3,119.83 crore for the coming financial year. The authority expects to generate a significant portion of its income through the sale of land parcels.
According to the budget, AUDA plans to sell more than 50 plots it has acquired, aiming to raise about ₹1,300 crore. Additional income is expected from the sale of shops worth ₹5 crore and ₹15.36 crore through instalments from affordable housing beneficiaries, taking the total projected revenue from these sources to ₹1,320.36 crore. In comparison, AUDA had earned only ₹450 crore last year against a target of ₹800 crore.
The budget places priority on the state government’s plan to develop Sanand as a satellite town. As part of this initiative, a sports complex will be developed in Sanand under the public–private partnership (PPP) model. Infrastructure such as roads, streets, gardens, lake beautification, libraries and sports facilities will also be developed under the Town Planning (TP) scheme in the area.
One of the major infrastructure projects outlined in the budget is the upgradation of the 76-kilometre Sardar Patel Ring Road. The project will be executed in two packages covering Ahmedabad East and West, at an estimated cost of ₹2,189 crore.
A provision of ₹361 crore has been made in the upcoming financial year for the ring road upgrade. The project aims to expand the existing four-lane road to six lanes. Under a hybrid annuity model, 37 kilometres of the ring road in East Ahmedabad and 39 kilometres in West Ahmedabad will be upgraded.
AUDA has also approved the construction of underpasses at Bhat, Aslali and Chiloda circles.
The budget estimates a surplus of ₹18.10 crore at the end of the financial year.
Desai said AUDA’s revenue sources include impact fees, government grants and loans from the Asian Development Bank (ADB). Funds from housing beneficiaries and shop sales have also been incorporated into the income projections.
Under the ADB-supported projects, stormwater and drainage networks are currently being laid in areas such as Shela, Sanathal and Telav. Work on flyovers and underpasses at Dehgam, Aslali, Mehmedabad and Sanand, as well as at several junctions along the Sardar Patel Ring Road, including Bakrol, Hathijan, Ramol, Panjrapol, Nikol, Tapovan, Ognaj, Shilaj and Sindhu Bhavan, will be accelerated.
AUDA will also implement a Model Town Planning Scheme in TP-42 (Manipur–Godhavi) with an allocation of ₹275 crore. The project will include modern urban infrastructure such as cycle tracks, footpaths, smart streetlights, junction development, utility ducts and lake development.
An allocation of ₹600 crore has been made for the construction of new TP roads in five major growth centres, Kalol, Sanand, Mehmedabad, Dehgam and Bareja, while ₹12 crore has been earmarked for maintenance of existing roads.
Significant funds have also been allocated for water and sewerage infrastructure in AUDA areas. Around ₹350 crore has been set aside for drainage networks and sewage treatment plants in Khodiyar, Lilapur, Jaspur, Aslali, Jetalpur and Barejadi. Another ₹100 crore will be spent on rainwater drainage networks in the Kalol area, while ₹150 crore has been allocated for drainage works and small canal bridges in Sanand and Kalana.
In the housing sector, AUDA plans to construct 278 new LIG-2 houses in Khodiyar. An allocation of ₹45 crore has also been made to complete housing projects for the Economically Weaker Sections (EWS) in Sanand.
The authority will undertake redevelopment of lakes in Khodiyar, Lapkaman, Borisa, Tajpur and Lilapur, while work on Gadhiya and Jetalpur lakes will be completed.
For public convenience, parking facilities will be introduced under a ‘Pay and Park’ model at various plots and under bridges. AUDA has also decided to allocate land to the Bareja Municipality for the Bareja Water Supply Project.
