Ahmedabad Civil paid ₹75 cr to outsourced staff, Surat Civil ₹33 cr, while regularisation on backburner

Repeated demands to regularise outsourced and contractual employees in Gujarat have fallen on deaf ears. However, the practice of hiring contractual workers through agencies continues. More than half the workforce at Ahmedabad Civil Hospital is outsourced, with crores being paid to agencies every year, as per reports.

Ahmedabad Civil currently employs 2,731 outsourced workers. These include 113 administrative staff in Class 3, 490 paramedical staff in Class 3, 1,605 Class 4 staff, and 523 security personnel.

Surat’s new Civil Hospital presents a similar picture, with 174 administrative staff in Class 3, 220 paramedical staff in Class 3, 620 Class 4 staff, and 206 security and supervisory staff all working on outsourced contracts.

The financial burden is significant. In Ahmedabad, ₹75.47 crore was spent on outsourced staff salaries in 2024-25, while Surat spent ₹33.60 crore in the same period.

The data highlights how, despite multiple protests demanding permanency, outsourcing continues to form the backbone of staffing in Gujarat’s largest public hospitals.
