782 primary teachers booked for using fake CCC certificates to secure jobs, higher pay in Gujarat

A scam has surfaced in Gujarat’s government primary schools, where 782 teachers allegedly submitted fake CCC certificates, a compulsory qualification for service after failing the exam. Using these bogus certificates, they secured permanent jobs, higher pay scales and other service benefits.
After an inquiry committee confirmed the malpractice, the state government directed the Director of Primary Education to file police complaints against all involved teachers and to initiate strict departmental action, including recovery of the financial benefits they wrongfully received.
Earlier, only 198 teachers were given minor punishment, but the government has now asked for harsher penalties. Departmental inquiries are still underway against 584 teachers, and the state has ordered uniform strict action in all cases.
Government action
Serving and retired teachers must repay all benefits gained through fake certificates.
For retired teachers, pension cuts will be applied as per rules.
For deceased teachers, inquiries will be closed and no recovery will be made.
The Education Department has emphasised that submitting fake certificates amounts to fraud and breach of trust, warranting both administrative and criminal action. Authorities are also investigating how so many teachers procured bogus certificates in the first place.
