According to the water supply department of Gujarat, a total of ₹22,591 crore of water tax is pending with local government bodies such as municipalities and municipal corporations, and some of the industries from the Gujarat Industrial Development Corporation (GIDC).

The authorities from these governing bodies argue that spending the income on sanitation, water supply, and electricity, makes it tough for them to pay the water taxes. On top of that, interest waivers are provided by the municipalities and municipal corporations to generate tax revenue for themselves, hurting their cause even further.
