Gujarat Bureaucratic Resuffle: Rajkumar Beniwal Appointed Surat Municipal Commissioner in Major IAS Shake-Up

The Gujarat government has rolled out a major administrative reshuffle involving senior Indian Administrative Service (IAS) officers across key departments and corporations. Issued by the General Administration Department in Gandhinagar, the latest notification details crucial transfers and additional charges spanning urban bodies, revenue, and state-run enterprises.

Surat Gets a New Municipal Commissioner

Senior IAS officer Shri Rajkumar Beniwal (RR:GJ:2004), previously serving as the Managing Director of Gujarat Narmada Valley Fertilizers & Chemicals Ltd. (GNVFC) in Bharuch, has been transferred and posted as the new Surat Municipal Commissioner. He takes over the role at the Surat Municipal Corporation, relieving Shri Tejas Parmar of the additional charge.

To fill the vacancy left by Beniwal at GNVFC, Shri Sanjeev Kumar (RR:GJ:1998), Principal Secretary to the Chief Minister, has been assigned the additional charge of Managing Director until further orders.

Revenue and Stamp Department Realignments

The government has also recalibrated responsibilities within the revenue administration sector:

• Shri Rajesh Manjhu (RR:GJ:2004), currently functioning as the Revenue Inspection Commissioner and Ex-officio Secretary to the Revenue Department alongside holding the additional charge of Superintendent of Stamps and Inspector General of Registration, has been moved to exclusively head the latter office.
• Shri Jenu Devan (RR:GJ:2006), Secretary to the Government in the Finance Department (Expenditure), will now take on the additional charge of Revenue Inspection Commissioner and Ex-officio Secretary to the Revenue Department.

Urban Development and Welfare Changes

Several other crucial portfolios have seen strategic reassignment to streamline administrative efficiency:

• Ms. Remya Mohan Muthadath (RR:GJ:2007), Commissioner of Municipalities Administration who also serves as the Managing Director of Gujarat Urban Development Company Ltd. and Additional CEO of Gujarat Urban Development Mission, has been given the additional charge of Secretary to Government (Housing & Nirmal Gujarat) under the Urban Development and Urban Housing Department.
• Shri Rachit Raj (RR:GJ:2014), previously Director of Scheduled Castes Welfare, has been appointed as the Director of Tribal Development. He will concurrently maintain the additional charge of his previous office.
• Shri Harshil R. Meena (RR:GJ:2021) has been positioned at the grass-roots administrative level as the new District Development Officer (DDO) for Mehsana, relieving Shri P. B. Rathod.
