Commerce Ministry Cuts Export Red Tape: New System Grants Instant Approvals for Indian Goods

Indian exporters can now secure crucial trade clearance certificates through an automated digital portal without waiting for manual clearance from regional officials, the Commerce and Industry Ministry announced on Tuesday.

The reform, executed by the Directorate General of Foreign Trade, removes the requirement for manual processing by regional authorities for eligible applications. The move targets a major bottleneck in export logistics, streamlining compliance for businesses shipping goods across international borders.

What Has Changed for Exporters

Under the Foreign Trade Policy, Free Sale and Commerce Certificates are mandatory for exporting items that fall outside the purview of the Drugs & Cosmetics Act, 1940. These documents confirm to foreign buyers and overseas regulators that the goods are legally manufactured and freely sold in India.

Previously, every online application was routed directly to local trade authorities. Officers had to manually inspect, verify, and approve each file—a procedure that often resulted in long processing delays and unpredictable timelines for export shipments.

Under the newly deployed mechanism, the portal automatically processes eligible filings according to predefined regulatory guidelines, generating certificates instantly without human intervention.

Risk-Based Controls and Scrutiny Safeguards

To prevent system misuse, the ministry has integrated a dual-layer risk management framework into the portal:

• Automatic Referral for Complex Files: Applications that do not meet standard automated parameters or require specific physical verification will automatically bypass the auto-approval route and go to regional authorities for manual scrutiny.
• Post-Approval Audits: The system incorporates a risk-based audit algorithm. Certain auto-approved certificates will be flagged retroactively for regional officers to review.

Drive Towards Digitalisation

The ministry stated that the initiative aims to eliminate unnecessary administrative intervention, improve predictability, and lower operational costs for small and large exporters alike.

This portal upgrade represents the latest step in the government's broader strategy to digitise trade infrastructure, modernise regulatory workflows, and improve India's overall ease of doing business rankings.
