Man Alleges ₹2.65 Lakh Fraud Over Promise Of Luxembourg Work Permit, Visa; Case Registered

A 26-year-old man has approached the Navrangpura Police alleging that the owner of a private overseas consultancy cheated him of ₹2.65 lakh on the promise of arranging a work permit and visa for Luxembourg.

The complaint was filed on August 7 by Jatinbhai Ashwinbhai Solanki, a resident of Nadiad who is employed as a senior HR executive in Ahmedabad.

Consultancy Allegedly Promised Luxembourg Work Permit

According to the complaint, Solanki began looking online for overseas employment opportunities in September 2024, when he came across a mobile number and contacted a person who identified himself as Vaibhav Shinde.

Shinde allegedly told him that his organisation, Fortune International, could arrange a Luxembourg work permit. Solanki subsequently visited the consultancy's office in Ahmedabad's Law Garden area, where staff allegedly explained the application process and costs.

After deciding to apply, Solanki was allegedly told that the process would cost ₹10.5 lakh. He initially paid ₹1 lakh through an Axis Bank cheque and transferred another ₹50,000 online to Shinde.

The consultancy allegedly then began processing his application and introduced Solanki to another staff member, identified as Wilson, who was to handle the subsequent stages.

Applicant Allegedly Asked To Resign From Job

Solanki told police that his police and document verification were completed and he was informed that another ₹2.5 lakh would have to be paid after the offer letter was issued.

He subsequently transferred ₹50,000 on April 30, 2025, and another ₹50,000 on May 1, taking the amount paid to ₹2.5 lakh. He also allegedly paid ₹15,000 towards a VFS-related process.

The consultancy allegedly assured him that his work permit would arrive by June and sent him an email advising him to leave his existing employment. Acting on the assurance, Solanki said, he resigned from his job.

However, the promised Luxembourg work permit allegedly never materialised.

VFS Process Allegedly Shifted From Mumbai To Pune

Solanki claimed that he was called to Mumbai on three occasions for a VFS appointment, but the process was not completed. He was subsequently asked to travel to Pune, where his VFS process was allegedly completed in connection with Estonia.

He also alleged that his passport remained with the consultancy for nearly two months.

The complainant told police that despite paying ₹2.65 lakh in instalments, no Luxembourg work permit or visa was arranged.

Police Begin Investigation

Based on the complaint, Navrangpura Police have registered a case and begun an investigation.

Police are expected to examine the financial transactions, communications between Solanki and the consultancy, emails and documents related to the alleged work permit and visa process.
