In a major bid to upgrade city infrastructure ahead of the upcoming Commonwealth Games, the Ahmedabad Municipal Corporation (Municipal Corporation/AMC) has cracked down hard on engineering officials and civic contractors. Aiming to transform Ahmedabad’s roads and footpaths into international-standard, pothole-free stretches for visiting global tourists, the AMC Road and Building Committee has issued a strict ultimatum: incorporate mandatory digital verification and penalty clauses, or face instant tender rejections.

R&B Committee Chairman Jainik Vakil made it explicitly clear that the committee will immediately return any project file lacking proper documentation, Google Drive links, or QR codes. The stringent framework has sent ripples through the engineering department while reining in the arbitrary practices of local road contractors.

Mandatory Digital Proofs And Complete Documentation

To ensure complete transparency and maintain road durability, the Road Committee has made it compulsory for the engineering department to bundle all project documentation digitally. Officers must now upload project-specific files into dedicated online folders, attaching a direct Google Drive link and a scannable QR code on the final page of every agenda file for swift verification.

Furthermore, proposals must now include complete PDF documentation detailing:

• Original Notice Inviting Tenders (NIT) and Request for Proposal (RFP) sets
• Final project estimates and tender-stage architectural/engineering drawings
• Official bidding documents and subsequent work orders

Strict Penalty Clauses And GST Audit Mandate

In addition to digital tracking, every future tender document must explicitly incorporate a strict Penalty Clause alongside a clearly defined Defect Liability Period (DLP) to hold contractors accountable for poor quality work.

The committee has also clamped down on financial ambiguity regarding material costs. Officials are now required to state the exact Schedule of Rates (SOR) year applicable to the roadwork and explicitly clarify whether the quoted rates are inclusive or exclusive of Goods and Services Tax (GST).
