Ahmedabad tackles civic woes with a new Innovation Policy 2026, allocating ₹250 crore over five years to fund startups. This initiative aims to leverage technology for issues like potholes, water supply, and waste management, allowing startups to test solutions on city infrastructure. The policy also offers funding tiers, tax rebates, and IP rights, raising questions about AMC's internal efficiency.

Despite operating with a staggering annual budget near the ₹18,000 crore mark, the Ahmedabad Municipal Corporation (AMC) has drawn severe criticism for effectively admitting administrative failure by turning to private startups to solve basic municipal problems.

In a bid to address these long-standing urban challenges, the civic body has unveiled the 'Ahmedabad Innovation and Startup Policy 2026' in collaboration with Smart City Ahmedabad Development Limited (SCADL). Under this fresh initiative, an Innovation Fund of ₹250 crore has been earmarked over the next five years, allocating ₹50 crore annually to engage external startups and leverage modern technology for civic solutions.

This dynamic move, however, raises pertinent questions about the effectiveness of the corporation’s existing operational machinery. Key responsibilities such as repairing road craters, preventing monsoon waterlogging, managing sewage infrastructure, and maintaining urban cleanliness form the core mandate of AMC's regular administration. The decision to outsource these fundamental tasks to external startups through substantial separate funding brings the performance, past expenditure, and overall accountability of the civic body's internal engineering, health, and solid waste departments under sharp scrutiny.

City Infrastructure to Serve as Testing Ground

The newly announced policy allows selected startups to secure up to ₹35 lakh in funding for pilot projects and proof-of-concept demonstrations. Under the framework, these firms will gain direct access to test and validate their technological solutions across various municipal facilities, including the city's water supply network, waste collection units, street lighting systems, Bus Rapid Transit System (BRTS) corridors, underground drainage lines, and local health centres.

To streamline the process, a dedicated common digital portal will be launched where urban issues will be mapped out and tech developers can submit targeted proposals. Projects that demonstrate practical feasibility and real-world success during the trial phase will be evaluated for full-scale deployment across Ahmedabad.

Procurement Norms and Reservation in Major Works

A significant feature of the policy includes a 15 per cent reservation for startups in all major AMC projects valued above ₹50 crore. The policy establishes clear financial tiers and approval protocols based on contract sizes:

  • Up to ₹7.5 lakh: Screening committees can approve pilot funding and proof-of-concept grants directly.
  • ₹7.5 lakh to ₹15 lakh: The Board of Management holds authority for direct procurement and work order approvals under specified terms.
  • ₹15 lakh to ₹35 lakh: Awarded through a restricted bidding challenge process.
  • Above ₹35 lakh: Subject to open competitive bidding processes.

Tax Concessions and Intellectual Property Rules

To incentivise young entrepreneurs, the corporation has introduced a 50 per cent property tax rebate for three years on startup office premises up to 250 square metres working with the AMC. The administration also plans to offer co-working spaces via public-private partnerships (PPP) and convert municipal community halls and auditoriums into dedicated innovation hubs.

Intellectual property rights for all newly developed technologies will remain entirely with the respective startups, with AMC obtaining usage licences. Meanwhile, SCADL retains an option to take up to a 2 per cent equity stake in successful ventures on a case-by-case basis. The policy is open to applications from students, independent researchers, individual innovators, and DPIIT-recognised startups.
