Prajapati allegedly told applicants that he would handle the application process for housing units under the Gandhinagar Urban Development Authority (GUDA) and AMC.
Applicants were allegedly asked to pay ₹21,000 for an LIG 2-BHK unit under GUDA and ₹7,800 for an EWS 1-BHK unit under AMC.
Between December 13, 2023, and January 5, 2024, 65 people allegedly paid a total of ₹8,63,400 in cash.
Of them, 27 people paid ₹5.67 lakh for LIG housing, while 38 applicants paid ₹2.96 lakh for EWS housing.
The accused allegedly provided forged receipts to EWS applicants as proof of form submission and payment, while allegedly giving excuses for not providing similar receipts to those seeking LIG housing.
RTI Exposes Alleged Fraud
After receiving no clear response for a prolonged period, Jagdishsinh filed an RTI application with the AMC's Housing Cell Committee at Sardar Bhavan, Raikhad, on December 22, 2025.
Following an appeal, the civic authorities issued a response on March 17, 2026, stating that the receipts in question were not part of the corporation's records and that no corresponding funds had been deposited with the AMC.
The response indicated that the housing applications had not been filed with the civic body.
Accused Allegedly Admitted Forms Were Never Filed
The complainant and other victims later confronted Prajapati with the RTI findings.
According to the complaint, he admitted that he had not submitted the housing forms. However, he allegedly continued making promises to return the money instead of immediately refunding the applicants.
The matter was eventually taken to Madhavpura police, who have begun investigating the alleged cheating and forgery.
