Ahmedabad Municipal Corporation Launches Smart Flap Parking on CG Road Amid Concerns Over Earlier Pilot Failures

The Ahmedabad Municipal Corporation (AMC) has launched an on-street smart flap parking system along Chimanlal Girdharlal Road in a renewed effort to manage vehicle congestion. The initiative arrives even as similar installations in other parts of the city remain non-functional or have been entirely removed, raising questions over the public expenditure involved.

Under the new deployment, 280 smart flap parking slots are operational from Stadium Cross Road to Panchvati Cross Road along Chimanlal Girdharlal Road. Sensors automatically raise a flap barrier to lock incoming four-wheelers. Drivers can lower the barrier to retrieve their vehicles by scanning a QR code and paying the fee digitally via UPI or other electronic methods.

Charges and Enforcement Rules

The initial five minutes of parking are free. Beyond that grace period, the standing committee has set a charge of ₹20 per hour, with identical hourly rates applying for extended durations.

AMC has issued a strict advisory prohibiting cash transactions for parking fees. Drivers are asked not to hand over cash to anyone and to notify the civic body if unauthorized individuals demand money. Authorized staff will wear yellow t-shirts bearing the AMC logo alongside official identity cards. AMC warned that vehicles parked outside designated slots or in no-parking zones face punitive actions, including wheel-locking. Financial Risk and Past Failures

AMC plans to procure 1,000 smart flap parking devices at an estimated expenditure of ₹25 crore, claiming the initial testing phase was successful. The civic body will fund 50 percent of the device cost, while the contracted private agency will bear the remaining half along with maintenance obligations. Revenue will be split, with 80 percent going to AMC and 20 percent to the agency.

However, track records across the city present a contrasting picture:

• Sindhu Bhavan Road: Five pilot flap barriers installed opposite Gotila Garden-Talav in February 2024 have been dismantled and removed.
• South Bopal: Flap mechanisms installed near SOBO Center Road lie idle and gathering dust, with chaotic parking persisting in the vicinity. AMC officials stated the vendor will relocate this specific hardware to another site at its own expense, noting that AMC has not released payments for the SOBO Center Road unit.
• Makarba: The installation process near the Police Headquarters, initially slated for completion in May, remains unfinished.

• Prahlad Nagar: Equipment set up in earlier drives suffered physical damage or saw minimal compliance from motorists.

With AMC required to pay ₹1.25 lakh per unit—totalling ₹12.5 crore for its half of the project—the initiative faces scrutiny over whether taxpayer funds could end up wasted if the imported technology fails to secure widespread adoption.
